தமிழக மக்களின் மெய்யான வழிகாட்டி !

என்று வரிந்து கட்டிக் கொண்டு

எழுதியிருக்கின்றது. 

சென்னைவாசிகளுக்கு  பூவிருந்தவல்லி என்ற ஊர்

நன்றாகத் தெரியும். அதிலிருந்து 10 கிலோமீட்டர்

தூரத்தில் இருக்கும் கூத்தம்பாக்கம் பலருக்கும்

தெரிந்திருக்க முடியாது. தெரிய வைத்த மனிதர்தான்

ரெங்கசாமி .இளங்கோ.. எல்லா  இந்தியக்

கிராமங்களைப்போல்தான்  அவர் ஊரும் இருந்தது.

பூனைக்கு யாரை மணி கட்டச் சொல்வது  கிராமப்

பிரச்சினைகளைத்  தீர்க்க  என்ற கேள்வியே  எழுந்தது  அவரிடமும் !

 முதலில் அவர் யாரிடமும் செல்லவில்லை..


கிராமப் பஞ்சாயத்துத் தேர்தல் வந்தது. களத்தில் இறங்கினார். தலித், தலித்

அல்லாதோர் இரு பிரிவினராயினர். அனைவரையும் அழைத்து வைத்துப்

பேசினார். அவரது பேச்சுக்கு ஒரு மரியாதை இருந்தது. ஏனெனில், நல்ல

சம்பளம் வாங்கிக் கொண்டிருந்த விஞ்ஞானி பதவியைத் தூக்கி எறிந்து

விட்டு கிராமத்தை முன்னேற்றியே  தீருவது என்று கங்கணம்

கட்டிக்கொண்டவர் அல்லவா?  19996-ல் முதன் முறையாக தலைவர்

பதவியில் வெற்றி பெற்றார். சமரச உடன்பாடாக இருந்தாலும் இன்றையச்

சூழலில் அதனையும் பெரு வெற்றி என்றே கூற விரும்புகின்றேன்.


சுகாதாரம் அவரது முதற் குறிக்கோள். சாக்கடைக்காக காங்கிரீட்

கட்டுமானத்துடன் கூடிய  கால்வாய்கள் குறிப்பிட்ட நீளத்திற்குக் கட்ட

475 லட்சம் ரூபாய் ஆகும் என கணக்கிடப்பட்டது. பஞ்சாயத்தில் பணம்

இல்லை.  அதிகாரிகளின் ஒத்துழைப்பும் இல்லை.

கூத்தம்பாக்கத்துக் கிராம மக்களை ஐக்கியப்படுத்தி வேண்டிய

பொருட்களையும் உழைப்பையும் இலவசமாகப் பெற்று ஒன்றரை லட்சம்

ரூபாயில் கட்டி முடித்தார். இதற்கு வழிகாட்டியது,    சிறந்த ஊராட்சியாகத்

தேர்ந்த்டுக்கப் பட்டிருந்த  வல்லிக்குன்னு என்ற கேரளக் கிராமப்

பஞ்சாயத்தின் செயல்பாடு.. நேரில் சென்று கண்டறிந்தும் வந்தது

நம்பிக்கையை  ஊட்டியது.

காண்ட்ராக்ட் இல்லாமல் இலஞ்ச ஊழல் இல்லாமல் வேலை முடிந்ததை

ஒரு பத்திரிக்கை ஒப்பந்தம் போடாததைக் குறை கூறி செய்தி வெளியிட்டது.

அப்போதைய முதல்வர் கலைஞர் ஆலோசனையில் கிராமசபை

கூட்டப்பட்டது.. ஊர் மக்கள் உள்ளூர்த் தலைவர் இளங்கோவை முற்றிலும்

ஆதரித்தனர். அதிகாரிகள் மவுனித்தனர்.

மத்திய மாநில அரசுகளின் உதவியோடு அனைத்துக் குடிசைகளும் அகற்றப்

பட்டன. தரமான தார்ச் சாலைகள் போடப்பட்டன. அனைத்திலும் ஊர்

மக்களை  ஈடுபடுத்தியதால் கள்ளச் சாராயம் காய்ச்சுவது  அடியோடு

நிறுத்தப்பட்டது.

அனைத்துப் பணிகள் குறித்துத் திட்டம் தீட்டுவது, நிதி ஒதுக்குவது, செலவு

செய்வது, இறுதியாகக் கணக்கைச் சரி பார்ப்பது, எல்லாமே வெளிப்படையாக

நடந்தது. எந்த வகையிலும் நெளிவு சுளிவோ ,சிபாரிசோ கிடையாது

இவ்வாறு, 1996, 2001 இரு முறையும் இளங்கோவே தலைவர். கிராமமே

சிறப்புற்றது 2006-ல் பெண்களுக்குரிய தொகுதியானது. இளங்கோவிற்கு

நெருங்கிய உறவினருக்கே தலைவர் பதவி கிராம மக்களால் தரப்பட்டது.


உலகத்தின் பார்வை கூத்தம்பாக்கத்தின் மேல் விழுந்தது. பல நாட்டுக்

குழுவினர் சுற்றுலாத் தலமானது. இளங்கோ, கிராமப்புற முன்னேற்றங்கள்

குறித்த பல குழுக்களில் பங்கேற்றுப் பணியாற்றினார். அண்மையில் 

அசோகா ஃபெல்லோஷிப். விருது வழங்கப்பட்டது. அமெரிக்கா, இங்கிலாந்து

நாடுகள் தங்கள் நாட்டு உள்ளாட்சி நிர்வாகங்களைப் பற்றி ஆராய

அழைத்திருக்கின்றன.

ஐ.நா. சபை இவரை கியூபாவிற்கு அனுப்பி வைத்தது. கியூபாவில் வீடில்லாத

குடும்பங்களே இல்லை என்கிறார், இளங்கோ.

கூத்தம்பாக்கத்தில் அனைவரும் சேர்ந்து வாழும் வகையில் திட்டம் ஒன்றை

வகுத்தார். இரண்டிரண்டு வீடுகள், தலித் ஒரு குடும்பம், பிறிதொரு குடும்பம்

இன்னொரு  வீட்டில்.! அரிதின் முயன்று செயலாக்கி விட்டார். மெய்யான

சமத்துவபுரத்தைக்காண கூத்தம்பாக்கம்தான் செல்ல வேண்டும். இந்தத்

திட்டத்தைச் செயற்படுத்த அனுமதி கொடுத்தவர் முன்னாள் முதல்வர்

கலைஞர்.

சூரிய ஒளி மின்சாரம் தயாரித்து வீடுகளில் விளக்குகள், தெரு விளக்குகள்,

மின் விசிறிகள், அடுப்புகள்- என வெற்றிகரமாக்கியுள்ளார்.பசுமைச் சூழலில்

இவர் உருவாக்கியிருக்கும் கழிப்பறைகள் சுனாமி  நகர்களிலும்

அமைக்கப்பட்டிருக்கின்றன. பன்னாட்டு நிறுவனங்கள் தயாரித்து மிக

அதிகமான விலையி விற்கும் கருவிகளைக் குறைந்த விலையில்

தயாரிக்கும்  முயற்சியிலும் இறங்கியுள்ளார்.


செல்வாக்கு மிக்க ஒருவர் கூத்தம்பாக்கத்தில் கைப்பற்றி வைத்திருந்த்

ஆறு ஏக்கர் நிலத்தை, கடுமையான முயற்சிகளுக்குப்பின் மீட்டுள்ளார்.

அதில் உயர்நிலைப்பள்ளி விரைவில் கட்டப்பட்டுவிடும்.

சென்னைநகரக் குப்பைகளை கூத்தம்பாக்கத்தின் எல்லையில் கொட்டிக்

கொண்டிருப்பதை நீதிமன்றம் மூலமாகத் தடுத்து நிறுத்தியுள்ளார்.

பிற நாட்டு  சமூக நல அமைப்புகள் இவரின் செயல்பாடுகளை வந்து கண்டு

செல்கின்றன. ஆனால் , நாம்?

Who was Dr. J C Kumarappa?


Joseph Chelladurai Cornelius was born on Jan 4, 1892 of Tamil stock. He practiced as an accountant in Bombay and later went to the USA to study economics. He earned his doctorate, returned to India, switched to Khadi clothes and became a fervent nationalist. He called himself J C Kumarappa thereafter.

One day in 1929, he arrived at the Sabarmati Ashram and gave Gandhi his doctoral thesis. Gandhi is said to have read it all night in amazement. He found Kumarappa echoing his convictions. Kumarappa had asserted that man was not a wealth producing animal but a social being with spiritual, moral and political instincts. Economics had to take this into consideration. Kumarappa theorised that in an economy of permanence there was planned co-operation. In an economy of transience there was mindless competition.
Kumarappa worked closely with Gandhi throughout his life. But a newly independent India with vaulting socialistic visions had no place for Dr. Kumarappa. He faded away from public view and died in 1961 preaching and demonstrating his theory in Tamil Nadu.
In 1996 Elango read his classic, "The Economy of Permanence" and was transformed. He is attempting to plan anew using Kumarappa's ideas.
The training centre in Kuthambakkam is named after Dr. J C Kumarappa.

வரிகளில் பாராட்டவாவது செய்யலாமே ?

In search of India's wealth-makers

I stopped updating GoodNewsIndia in 2006 when the question arose in my mind if publishing 'good' stories about India by itself was good enough as a service. I have narrated my thoughts in greater detail in this article Thus began work to restore a parcel of abandoned land near Chennai, christened pointReturn.
Six years on, I am comforted the land is responding to the efforts put in. A small team of young volunteers are into growing food and taking care of the land. By their kind courtesy, I am free now to resume my travels in search of 'good' stories in India.
It is a changed India today. I no longer retain my early confidence that a sustained economic boom will be like the tide that raises all the boats. Indeed, I am certain today, that it will not. I further believe that a 'modern' economy cannot create true wealth, let alone one shared with all. On the other hand, it can be destructive of what wealth we inherited and still possess. The true wealth of any nation is in fertile soil, abundant water, clean air, safe food and its people educated for independent action and free to practice it.
I shall go searching for people who are trying to make India wealthy in this manner.
